New Vape Tax Rules UK 2026 Explained - How It Affects Vapers and Retailers

The new Vape Tax UK 2026 officially came into effect on 1 October 2026 with the aim of reducing affordability and illicit trade in the country. As per the new vape tax rules in the UK, a £2.20 excise tax will be charged per 10 ml of vape liquid. It is important to be clear that the new Vaping Products Duty UK is not a substitute for VAT, which is currently 20%, but an additional duty imposed by the government of the United Kingdom. Further, on the same day, i.e., 1 October 2026, Vape Duty Stamps UK were also introduced to trace illegal or unauthorized product manufacturing, transportation, and sales.

What is New Vape Tax UK 2026?

Vape Product Duty (VPD) is a new tax regime introduced in the United Kingdom on 1 October 2026. The new vape tax is applied to the production and sale of all vape e-liquids and products that contain e-liquid. The UK Vape Tax 2026 will be applied to separately sold e-liquid bottles, prefilled vape kits , vape kits containing e-liquid, shortfill e-liquid, and all product lines that are sold with e-liquid.

As per the new vape tax on e-liquid UK, the flat rate of £2.20 per 10 ml of liquid volume will be applied across the eligible items.

However, vape products that are sold without e-liquid are exempt from the new tax rules. This means there won’t be any additional duty applied to vape kits with empty pods, empty replacement pods, vape coils, nicotine pouches, and other products that don’t contain e-liquid. To put it simply, the new vape duty of £2.20/10 ml of liquid will be applied only to products containing e-liquid; otherwise, it will be sold as per existing tax rules.

New UK Vaping Duty Explained

The new vape tax on e-liquid UK is announced with effect from 1 October 2026. The new tax regime will affect sellers, manufacturers, importers, wholesalers, and all other businesses dealing in vape products in the UK. The New Vape Tax UK 2026 will also affect vapers in several ways.

How Does the UK Vape Tax 2026 Affect Retailers?

  • Higher purchase cost - The £2.20 per 10ml duty may increase the overall cost for retailers to pay through the supply chain.

  • Increased retail price - Suppliers and retailers can decide how much of the cost should be passed on to end buyers.

  • Duty stamps become essential - Newly manufactured or imported e-liquid products in the UK from 1 October 2026 must have a valid duty stamp label as per the HMRC vaping duty rules.

  • Grace period to clear old stock - Retailers get time until 31 March 2027 to clear unstamped or duty-free e-liquid stocks without the burden of the new vape tax regime.

  • Mandatory Duty Stamp - From 1 April 2027, all vaping products being sold or supplied in the country must carry a valid vape stamp duty.

  • Priorities Inventory - It becomes essential for retailers to analyse and manage existing unstamped stocks and plan to sell them before 31 March 2027.

  • Need strategic restocking - The wholesalers, suppliers, and retailers need to strategically plan to restock vape products based on e-liquid volume to minimize or balance the sales margin.

  • VAT still applies - The new vape tax system doesn't replace the existing VAT but continues to apply along with the New vape tax rules UK.

  • Compliance becomes important - Selling non-compliant or unstamped vape products after the tax transition period can expose businesses to penalties and legal action.

How Does Vaping Products Duty UK Affect the Vapers?

  • Product Price May Increase - The new vape tax on e-liquid UK can make vape product buying costly to customers regardless of whether it contains nicotine or it's nicotine-free e-liquid.

  • Expensive 2 ml Pods - The prefilled 2 ml vape pods may become 44p higher than the current rate if the seller passes on the duty solely to customers.

  • Costly 10ml E-Liquid - Whether it's integrated 10 ml auto refill reservoirs or separately sold 10 ml vape e-juice, both may cost £2.20 additional following the new vape tax rules UK.

  • Shortfill Bottles May Be Expensive - 50ml, 100ml, or other shortfill vape e-liquid costs will go higher at the rate of £0.22 per ml duty based on the e-liquid volume.

  • Allowed to bring up to 50 ml e-liquid - Travellers arriving in the UK can bring a maximum of 50 ml of vape e-juice without paying any tax that applies under the new vape product duty.

  • Limit on Imported Vape Liquid - New personal allowance rules will be applied to carrying in or importing vape liquid in UK with effect from 1 October 2026.
